What is the NEAT evaluation?

The NelsonHall Vendor Evaluation & Assessment Tool (NEAT) analyzes the performance of global employer of record providers, helping organizations assess vendors across a range of criteria and business situations.

The evaluation assesses providers on two critical dimensions: their ability to deliver immediate benefits and their ability to meet future client requirements. Vendors are then positioned in four categories: Leaders, High Achievers, Innovators, and Major Players.

Leaders demonstrate both a high capability relative to their peers to deliver immediate benefits and a high capability relative to their peers to meet future client requirements.

Why Safeguard Global was named a Leader

Safeguard Global was named a Leader in both the Overall and Mid-Market EOR Capability segments of NelsonHall’s 2026 Global EOR Services NEAT evaluation.

This marks another year that NelsonHall has recognized Safeguard Global as a Leader in its Overall evaluation of the EOR market. New this year, NelsonHall also evaluated providers specifically for their Mid-Market EOR capabilities, an area closely aligned with Safeguard Global’s core customer focus, and named Safeguard Global a Leader in this segment as well.

Key strengths highlighted by NelsonHall include:

  • Mid-market EOR specialization: NelsonHall highlighted Safeguard Global’s EOR specialization for organizations with 500 to 15,000 employees, supported by recruitment, talent services, compliance, and infrastructure designed for this segment.

What this means for global organizations

The global EOR market continues to evolve beyond transactional services toward more strategic workforce enablement, with providers increasingly balancing human expertise and AI-enabled engagement. At the same time, compliance, in-country regulatory expertise, and the right combination of technology and direct human engagement remain central to EOR success.

NelsonHall estimates the global EOR services market at approximately $3.6 billion in 2026 and projects it will grow approximately 14.3 percent annually to reach $7.1 billion by 2031.

Mid-market adoption is accelerating and is expected to account for 40 percent of EOR revenue in 2026. For mid-market organizations, the EOR model provides enterprise-level global reach, pay, and benefits without the investment or delays required to establish local infrastructure.

As organizations make increasingly important decisions about where and how to hire, Safeguard Global combines workforce intelligence with in-country expertise to help turn insight into action.

Safeguard Global enables global expansion without the risk. Our technology platform is backed by more than 400 local experts who deliver human support when it matters most. With a breadth of global workforce solutions, we help organizations quickly and compliantly recruit, hire, pay, and manage teams in nearly 190 countries and territories.
