Gulf Coast Symposium 2026 Recap: Why HR Leaders Are Expanding Where They Find Talent

The 2026 Gulf Coast Symposium on HR Issues from August 5 to August 6, brought together HR professionals, business leaders, and industry experts for two days of candid conversations about the future of work. For the Safeguard Global team, the most valuable part of the event wasn't just the presentations. It was the opportunity to hear directly from HR leaders about what's keeping them up at night, what's influencing their workforce decisions, and where they see the greatest opportunities ahead.
Across sessions, networking events, and talks throughout the Solutions Center, HR leaders shared a common challenge. They are expected to support business growth, drive organizational agility, and prepare for future workforce needs all while navigating a highly competitive talent market.
Whether leaders were discussing workforce planning, skills shortages, business expansion, or growth initiatives, many were beginning to rethink a long-held assumption that talent has to be sourced from a specific geographic market. Instead, organizations are exploring how broader, more flexible workforce strategies can help them gain access to the skills they need to compete and grow.
Here are some of the key themes we heard in Houston.
Theme 1: Talent shortages are driving new workforce strategies
Across industries, HR leaders discussed the challenges of filling key positions, particularly in areas requiring specialized or hard-to-find skills. They included:
- Longer time to fill for critical roles
- Competition for specialized talent
- Pressure to support growth despite hiring challenges
- Skills shortages versus candidate shortages
What we heard: “We aren't struggling because the candidates are impossible to find. We're struggling because the talent we need isn't always located where we traditionally look.”
Theme 2: Workforce flexibility is creating new opportunities
Workforce flexibility was a recurring topic in both formal sessions and informal discussions throughout the event. Attendees talked about:
- The impact of remote and hybrid work
- Expanding access to talent beyond local markets
- How to increase workforce agility
- Geographic flexibility as a competitive advantage
What we heard: “We are no longer limited to hiring within commuting distance of our office. Flexibility has expanded what's possible from a talent perspective.”
Theme 3: Global talent is no longer just for global companies
As conversations shifted toward workforce planning and growth, many HR leaders expressed curiosity about broader talent strategies. We found ourselves discussing:
- The expansion of talent access beyond domestic markets
- How international talent can become more accessible
- Common myths about global employment
- Why organizations of all sizes are exploring global talent
What we heard: “The question isn’t whether we’re a global company. Increasingly, it's whether expanding access to talent can help solve our workforce challenges and support growth objectives.”
Theme 4: Growth requires balancing opportunity and compliance
While interest in broader workforce strategies is increasing, compliance remains a significant consideration for HR teams. Conversations at the Gulf Coast Symposium explored:
- Worker classification
- Employment regulations across jurisdictions
- Payroll and workforce administration
- Managing risk while supporting growth
What we heard: “Workforce expansion should create opportunities, not complexity. Our aim is to find ways to balance talent access with strong governance and compliance practices.”
Continue the conversation
One of the best parts of the 2026 Gulf Coast Symposium was the opportunity to exchange ideas with HR leaders who are navigating many of the same workforce challenges. While each organization's talent strategy is unique, the conversations in Houston made one thing clear: The future of hiring is becoming increasingly flexible, distributed, and borderless.
