A recent decree from Indonesia’s Minister of Immigration and Corrections revises the country’s visa classification system of 2023 and rolls out changes that impact work rights for immigrants. Decree No. M.IP-08.GR.01.01/2025 creates a new framework that replaces previous regulations under the Minister of Law and Human Rights.
Effective as of June 2, 2025, the decree creates a single general working visa — the E23 visa — by consolidating several sector-specific work permits. “Visas for foreign skilled workers with corporate sponsors … are now unified under the single E23 index,” according to Yuldi Yusman, acting director general of Indonesia’s Immigration Office.
The framework’s E index for this limited-stay visa includes:
- E23A Visa for employees and experts in Special Economic Zones
- E23V Visa for experts in trade offices
- E23X Visa for experts employed by government institutions
- E23Y Visa for digital sector experts under employment sponsorship
Those who hold these visas are not allowed to engage in educational or investment-related activities. The E23 visa allows foreign nationals to legally work in Indonesia for up to one year, and it is extendable.
The government decree also removes earlier restrictions that forbade students and family members who hold the E31 Visa from receiving compensation. The E31 Visa is classified as a family union and repatriation visa.
