Work Visas and Immigration in Romania

Visas for foreign nationals

In Romania, hiring foreigners without valid work permits can result in fines, legal action, or visa cancellation. Strict monitoring is undertaken by the Romanian government to ensure jobs are first available to Romanian citizens unless specialized skills are required. Therefore, Romania has limited skilled migration programs for foreigners, but there are provisions for highly skilled professionals in sectors like IT, engineering, finance, and healthcare. Several types of visas are available for foreign workers in Romania.

  • Romania Long-Stay Visa for Employment (Marked D/AM): The D/AM visa is granted to foreign nationals who are seeking to work in Romania for more than 90 days. It is typically issued to those who have a job offer from a Romanian employer and adequate financial resources.
  • EU Blue Card Holders: Foreign nationals holding an EU Blue Card issued by another EU/EEA member state may enter Romania and carry out economic activities for up to 90 days within any 180-day period without a work permit.
  • Foreign Direct Investment (FDI) & Startups: Foreign investors and entrepreneurs can start businesses in Romania under initiatives like the Romanian Start-Up Visa Program.

Foreigners may also apply for a short-term business visa, which is issued for short-term business visits, attending meetings, or exploring business opportunities in Romania. It does not permit full-time employment in a Romanian company.

Sponsorship and employer responsibilities

Hiring a foreign national in Romania requires compliance with immigration, labor, and tax regulations. The sponsoring employer (or EOR) must meet the following requirements:

Eligibility criteria

  • Confirm that the foreign applicant has the required qualifications and that no suitable Romanian citizen or EU/EEA resident is available.
  • Obtain approval from the Romanian General Inspectorate for Immigration, demonstrating the necessity of hiring a non-EU national.
  • Submit a signed employment contract, company registration documents, and the applicant’s credentials to the Romanian consulate or embassy.

Required documentation

  • Valid passport with at least six months’ validity
  • Employment contract specifying job duties, salary, and duration
  • Company registration and letter of intent
  • Certified copies of educational and professional qualifications
  • Work permit application and long-stay visa (D/AM) application
  • Completed visa application form and biometric photos

Post-arrival requirements

  • Tax identification number: After entering Romania, the foreign worker must apply for a tax number for tax purposes.
  • Social security number: The foreign worker must register with the social security system for healthcare and pension benefits.
  • Update local authorities in case of change of address, employment status, or permit renewal.
