In Mauritania, hiring foreigners without valid work permits can result in fines, legal action, or deportation of the employee. The Mauritanian government enforces strict regulations to ensure employment opportunities are first available to Mauritanian citizens unless specialized skills are required. Therefore, Mauritania has structured skilled migration programs for foreigners, with provisions for highly skilled professionals in sectors like mining, fisheries, petroleum engineering, and desert agriculture. Several types of work permits are available for foreign workers in Mauritania.
- Fixed-Term Work Authorization: For foreign nationals with a job offer from a Mauritanian employer
- Independent Activity Permit: For individuals intending to establish a business or work independently in Mauritania
- National Priority Permit: For occupations deemed critical by the Ministry of Economic Development
- Foreigners may also apply for a short-term business visa, which is issued for attending meetings, conferences, or exploring business opportunities in Mauritania. It does not permit full-time employment in a Mauritanian company.
Sponsorship and employer responsibilities
Hiring a foreign national in Mauritania requires compliance with both immigration and labor regulations. Employers must initiate the process by requesting a work authorization through the Ministry of Public Service and sponsoring the employee’s residency through the immigration authority. The sponsoring employer (or EOR) must meet the following requirements:
Eligibility criteria
- The applicant must possess specialized skills or qualifications not easily found in the local labor market.
- The employer must demonstrate that the role was advertised locally and no suitable Mauritanian candidates were found.
- The job offer must include a formal contract, salary, and job description that complies with Mauritanian labor law.
Required documentation
- Valid passport with at least six months before expiration
- Notarized employment contract
- Proof of employer registration with CSS and tax authorities
- Labor Necessity Certificate issued by the National Employment Agency
- Completed immigration forms and certified Arabic translations
