Work Visas and Immigration in Bhutan

Visas for foreign nationals

In Bhutan, hiring foreigners without valid work permits can result in fines, legal action, or deportation of the employee. Two types of visas are available for foreign workers in Bhutan Therefore, Bhutan has structured skilled migration programs for foreigners, with provisions for highly skilled professionals in sectors like hydropower, tourism, IT, and education. Visas that foreign workers may apply for in Bhutan include: 

  • Work Permit: For foreign nationals with a job offer from a Bhutanese employer, typically issued for the contract duration
  • Project-Tied Work Permit: For individuals hired for a specific project with a defined timeline
  • Business Visa: For individuals intending to explore business opportunities or attend meetings. It does not permit full-time employment in a Bhutanese company.

Sponsorship and employer responsibilities

Hiring a foreign national in Bhutan requires compliance with both immigration and labor regulations. Employers must initiate the process by requesting a Labour Clearance from the Department of Employment and Human Resources (DEHR) and sponsoring the employee’s visa through the Department of Immigration.

Eligibility criteria
 

  • The applicant must possess specialized skills or qualifications not easily found in the local labor market, as defined on the Positive List of eligible professions.
  • The employer must demonstrate that the role was advertised locally and no suitable Bhutanese candidates were found.
  • The job offer must include a formal contract, salary, and job description that complies with Bhutanese labor law and meets or exceeds the minimum wage. 

Required documentation


  • Valid passport with at least six months validity
  • Notarized employment contract
  • Proof of employer registration with the National Pension and Provident Fund (NPPF) and tax authorities
  • Labour Clearance Certificate issued by the DEHR
  • Completed immigration forms, including medical and security clearance certificates 
  • After arrival, foreign employees must obtain a Security Clearance Certificate from the Royal Bhutan Police
